Our History
For thr past twenty years. "The Council" has sought to eliminate discrimination in housing, weather in the rental or sale of property, by economic discrimination, or the practices of financial institutions. In 1980 our council was the second community organization in the country to file and win a Community Reinvestment Act case against a member bank regulated by the FDIC. The Council assisted in the creation of the Harrisburg Human Relations Commision (1973), the Neighborhood Dispute Selltlement of Dauphine County (1979), and the Greater Harrisburg Community Housing Resource Board (1977). We also played a major role in the negotiating special lending programs for low and moderate income persons with local lending institutions. These programs have resulted in home improvement and mortgage loans at below market instrest rates.

Since 1973, we have explanded our services to include extensive housing counseling, an information Help Line for landlord/tenant problems, Homeownership workshops; publications on housing issues, and seminars and traning on houseing issues including discrimination complaints. In 1993 HFHC became certified by HUD as a Housing Counseling Agency and in 1994 our Homeowner pre-purchase workshops were certified by the Federal Home Loan Mortage Corporation known as Freddie Mac. To date the number of graduates of our Homebuyers workshops has exceeded 7,500.

In 2001 The Harrisburg Fair Housing Council, Inc. has expanded on its name to reflect the breadth of the areas we serve and began doing business as The Fair Housing Council of the Capital Region, Inc. The council look forward to many more decades of service to the residents of Central Pennsylvaina.
